Full Description

REASON 1: To enable the SC to discard duplicate SMs. CONSEQUENCES OF NON-ACCEPTANCE 1: SM duplication may in certain cases cause severe inconvenience to SMS users. REASON 2: A number of situations can occur at the Visited MSC whereby an SM delivery attempt to an MS can fail due to congestion. The current error cause - system failure - is inappropriate. CONSEQUENCES OF NON-ACCEPTANCE 2: The SC is unable to distinguish between congestion and system failure and therefore cannot take action which would be more appropriate to a congestion situation.
