Characteristics of the minimum required Network Control Facilities (NCF) for mobile earth stations, including those in multi-mode hand-sets with both transmit and receive capability in order to ensure that the network operator is able to supress and enable the transmission form the MESs, and to ensure that the fellow radio station in the hand-set is disabled when the relevant radio network is not provided.
