ETSI TS 129 405 specifies the procedures and the Nq and Nq' Application Protocol (Nq-AP) messages used on theNq/Nq' interfaces between the RAN Congestion Awareness Function (RCAF) and the Mobility Management Entity(MME) or the Serving GPRS Support Node (SGSN). The related stage 2 requirements are specified in 3GPPTS 23.401 [2] and 3GPP TS 23.060 [3].
