It has long been recognized that more accurate and more reproducible standards are needed for better uniformity and consistency of radiometric, photometric, and colorimetric measurements. Commercial instruments for reflectance measurements are not capable of measuring the reflectance of a sample without a reflectance standard. For this reason, the properties and reflectance values of the latter are of great practical importance.
