The causes of an aircraft accident or serious incident must be identified in order to prevent repeated occurrences. The identification of causal factors is best accomplished through a properly conducted investigation. To emphasise this point, Annex 13 states that the objective of the investigation of an accident or incident is prevention. Annex 13 provides the international requirements for the investigation of aircraft accidents and incidents. It has been written in a way that can be understood by all participants in an investigation. As such, it serves as a reference document for people around the world who may be called on, often without any lead time, to deal with the many aspects involved in the investigation of an aircraft accident or serious incident.
