The Orange County Water District (OCWD) and Orange County Sanitation District(OCSD) of Southern California have joined together to implement the GroundwaterReplenishment (GWR) System. The GWR System will implement the use of anintegrated membrane treatment system to treat secondary effluent from OCSD todrinking water standards for injection into a seawater intrusion barrier and forsupplemental groundwater recharge. The process will utilize membrane filtration(MF) as pretreatment to a reverse osmosis (RO) system followed by ultraviolet(UV) disinfection, stabilization and subsequent recharge. The GWR System willeliminate the need for an additional ocean outfall and will provide a droughtproof source of water to reduce Southern California's dependence on importedwater. The Groundwater Replenishment System will replace the current OCWD WaterFactory-21 (WF-21), which was implemented in the late 1970s. WF-21 included oneof the first RO systems to provide reuse water for the seawater intrusionbarrier. The research, pilot programs, and demonstration programs at WaterFactory-21 have demonstrated the feasibility of integrated membrane systems forwater reuse applications. The research and development, which have come out ofthe Water Factory-21 research programs, will be implemented into the design ofthe GWR System. The GWR System pretreatment MF system will treat an average of 80million gallons per day (mgd) and will be capable of producing up to 116 mgd offiltrate during peak wet weather events. The pretreatment system will provide awater quality capable of subsequent treatment by the reverse osmosis system. TheRO system will be one of the largest systems in the world and will produce 70 mgdof high quality product water. The RO system will produce water that will meetall of the water quality requirements of governing bodies for subsequentinjection and recharge. This paper discusses the GWR System and its importance toSouthern California. The paper provides a description of the research, pilotingand development leading up to the optimum GWR System RO process design. The paperalso describes the design and evaluation process leading to the optimum RO systemand train size. The system will be one of the largest RO systems producing 70 mgdof permeate utilizing the largest RO trains capable of producing 5 mgd of ROpermeate each. Includes 3 references, figures.
