Tanks and reservoirs have typically been designedand operated to satisfy hydraulic purposes, such asemergency storage, with water quality issues havinglargely been ignored. But water quality issues areactually important considerations in the design andoperation of distribution system tanks and reservoirs.Mixing and aging, for example, are two related phenomenathat can affect water quality-long residencetimes depress disinfectant residuals and can promotebacterial regrowth, and uneven mixing can result inzones of older water. Minimizing detention time andavoiding parcels of water that remain in the storagefacility for long periods of time should therefore beimplicit objectives in the design and operation of distributionsystem storage facilities. Monitoring techniquesand models are available that can help to assess thepotential for water quality problems in tanks and reservoirs,and relatively straightforward designs, retrofits,and operational solutions exist to help eliminate orreduce the potential for water quality problems in thedistribution system. This study resulted in practicalsolutions that, in many cases, can easily beimplemented to reduce problems with water qualityand protect public health. Includes 20 references, figures.
