The Carmichael Water District (District) undertook a comprehensiveDistrict Master Plan (Master Plan) intended to encompass several aspectsof District planning. The goal was to develop an asset inventory, assignlife cycle replacement liabilities and identify possible approaches tomeeting the challenge of proactive maintenance with a "pay as you go"philosophy. The paper discusses specific topics of this effort that include: the capital improvement plan; the financial business plan; and, scheduling and consolidating cost estimates. Includes tables, figure.
